Parodies are permissible under copyright law - particularly since the original was Crown Copyright, and the only restriction was that it not be used in a "derogatory or misleading manner", and let's face it, if anyone actually mistakes this for the genuine Government web site, then they probably have more problems than getting unhelpful advice.
